Position Summary:

Responsible for the leadership, implementation, operation and support of university enterprise-wide Administrative Technology applications, Client Support Services (Help Desk and Training) and Records Management Systems & Services.  Has a shared leadership role in ensuring the university’s information technology environment is efficient, effective and well-integrated.

Position Key Accountabilities:

1.    Provides guidance and direction to the Administrative Technology teams on process, projects and daily operations to successfully support UT Health and UTP business needs and processing requirements. 
2.    Ensures adequate resources are provided for the success of the Administrative Technology teams in a fiscally responsible manner. 
3.    Builds a solutions-oriented environment focused on customer responsiveness, reliability, functionality, manageability, auditability and compliance.
4.    Develops and maintains productive, working relationships with both internal and external clients.
5.    Ensures that the necessary service levels and metrics are defined, monitored and achieved for the Client Support Services team.
6.    Ensures that an active Records Management Program is established and maintained in order to meet the university's responsibility as a state agency. 
7.    Works with clients and project teams to evaluate and recommend appropriate direction for proposed applications as well as enhancements to existing systems. Evaluates major project plans, cost estimates and benefit analyses.
8.    Develops an administrative technology plan and budget for the university. Develops and monitors an annual operating and project budget of approximately $5M.   
9.    Supports UT System and UT Health initiatives that promote Shared Services efforts which are identified as business and cost effective. 
10.    Communicates, coordinates and reports status of current projects and plans for future initiatives to clients and executive management.
11.    Keeps abreast of technology and recommends new solutions and improvements to current technologies and applications.
12.    Manages Human Resources activities in regards to: recruiting and selection, hiring and termination, training, professional development, mentoring, counseling, performance evaluations, and salary planning.
13.    Responsible for the design, execution and effectiveness of a system of internal controls which provides reasonable assurance that operations are effective and efficient, assets are safeguarded, and financial information is reliable and compliant with applicable laws, regulations, policies and procedures.  Liaison with Audit, Compliance, Security, etc. 
14.    Performs other duties as assigned.

Certification/Skills:

Thorough understanding of the management of technology teams, including Records Management, Client Support (Help Desk and Training) and enterprise application development and support.   A strong understanding and experience in major application implementation projects and a working knowledge of networking, programming tools and techniques, hardware, operating systems, databases, PeopleSoft, system utilities and IT security.

Minimum Education:

Bachelor’s degree or its equivalent.

Minimum Experience:

Seven years experience with the support, design and implementation of technology solutions in business applications and with managing technical staff. Experience should also include the management of multiple concurrent large-scale technology projects.

Physical Requirements:

Exerts up to 20 pounds of force occasionally and/or up to 10 pounds frequently and/or a negligible amount constantly to move objects.
