Director of Grants and Contracts, Sponsored Projects Administration
Our SPA department is looking for a collaborative leader.
Position Summary:
Directs, plans, and coordinates the activities of the Grants & Contracts team in Sponsored Projects Administration and provides professional expertise in sponsored projects and sponsored research. Assists in the development and administers procedures designed to comply with appropriate regulations relating to the administration of government and private research grants, subcontracts, material transfer agreements, and other related contracts, and for the interpretation and application of such procedures and regulations.
Position Key Accountabilities:
1. Manages the Grants & Contracts team in Sponsored Projects Administration and assists senior leadership in the overall management of Grants & Contracts activities.
2. Manages the work flow and develops process improvements, metrics, and task management reports to expedite the processing of grant applications, awards, and agreements.
3. Provides instructions and guidance to Principal Investigators (PI) and department administrators as needed.
4. Interprets and communicates to the UTHealth community changes in procedures and policies affecting proposal and award activities to ensure compliance with governmental requirements.
5. Serves as a University signature authority and oversees the negotiation of the terms of grants and contracts on behalf of the University. Acts as a liaison between the principal investigators, the University and funding agencies by providing justification, documentation, and policy/guideline interpretation.
6. Oversees the review and interpretation of non-standard contract and award document terms and conditions for compliance with State and University fiscal and administrative policies.
7. Assists in the development of new policies to assure compliance with federal regulations.
8. Develops training materials for grant and contract education of the UTHealth research community. Conducts workshops, seminars, etc. for the faculty and staff.
9. Assists SPA staff in the processing of grant applications, award negotiations and contract execution for deadlines or contract proposals of a complex nature.
10. Manages Human Resources activities for direct reports in regards to: recruiting and selection; hiring and termination, training, development, mentoring, counseling, performance evaluations, and salary planning.
11. Responsible for the design, execution and effectiveness of a system of internal controls which provides reasonable assurance that operations are effective and efficient, assets are safeguarded; financial information is reliable and compliant with applicable laws, regulations, policies and procedures.
12. Performs other duties as assigned.
Certification/Skills:
None
Minimum Education:
Bachelor’s degree in business or public administration. Master’s degree in business administration, law or public administration preferred.
Minimum Experience:
Seven (7) years of experience in the preparation and processing of research grant and contract proposals and their administration including two years in a supervisory role, preferably with budgetary responsibility.
Physical Requirements:
Exerts up to 20 pounds of force occasionally and/or up to 10 pounds frequently and/or a negligible amount constantly to move objects.
