Position Summary:

Responsible for the planning, budgeting and coordinating the design, acquisition and management of voice, data and video communication services and equipment for the entire UTHSC-H campus to provide effective and efficient communication services in support of the academic, clinical and research missions of  UTHSC-Houston.

Position Key Accountabilities:

1.    Develops strategic and operational plans and budgets for the campus network to meet academic, clinical and research requirements. 
2.    Develops communications network standards and participates in standards development for the University.  
3.    Ensures compliance with network standards within the University, Texas Medical Center, State of Texas’s Department of Information Resources (DIR) rules and other federal, state, local government regulations.
4.    Oversees all aspects of the billing and collecting operation to provide an income stream to meet departmental funding requirements.
5.    Develops capital budgets to ensure future communications network requirements can be met.
6.    Directs and oversees the implementation and operation of controls to ensure the efficient and effective operation of the communication network.   
7.    Coordinates activities of technical staff in sequencing moves, additions, changes and repairs to the communications network. 
8.    Communicates with campus constituency to promote understanding of the capabilities of the communications network and coordinate capabilities with requirements.
9.    Maintains a positive and productive relationship with other institutions, state and national agencies. Server as the Health Science Centers IT Representative with the following: IT Infrastructure and Architecture committee (ITIA), UT Technical Advisory Group (TAG), Lonestar Education And Research Network (LEARN), Southeast Texas GigaPop (SETG), American Registry Internet Numbers (ARIN).
10.    Maintains an understanding of new developments in network technology. Promotes new application and new technologies as appropriate to enhance the mission of the Health Science Center.
11.    Oversees the acquisition and installation processes for communication services and equipment including specifications, vendor selection and implementation activities. 
12.    Coordinate the University’s Internet Protocol numbering schema. 
13.    Manages Human Resources activities for direct reports in regards to: recruiting and selection; hiring and termination, training, development, mentoring, counseling, performance evaluations, and salary planning. 
14.    Responsible for the design, execution and effectiveness of a system of internal controls which provides reasonable assurance that operations are effective and efficient, assets are safeguarded; financial information is reliable and compliant with applicable laws, regulations, policies and procedures.
15.    Performs other duties as assigned.

Certification/Skills:

Demonstrates a broad knowledge in voice, data and video networking implementation and operation in a similarly complex environment.  Management experience is essential.  Experience in higher education is a plus.

Minimum Education:

Bachelor’s degree in computer science, electronics or engineering or relevant experience in lieu of education.

Minimum Experience:

Seven (7) years of experience in a similar environment, with 3 years in a supervisory role.

Physical Requirements:

Exerts up to 50 pounds of force occasional and/or up to 20 pounds of force frequently and/or 10 pounds of force constantly to move objects.
