Position Summary:
Plans, develops, implements, administers and manages the comprehensive human resources functions of the University of Texas Health Science Center at Houston.
Position Key Accountabilities:
1. Responsible for: staffing the Health Science Center; administering and providing both technical and basic skills training; developing and administering the compensation program and developing and administering personnel policies and procedures.
2. Oversees the compensation program, which includes compensation strategy, base and variable pay programs, pay policies, job analysis and evaluation, position description preparation, internal equity, and external competitiveness is maintained at the highest level of integrity. Assures salary surveys are conducted and participated in and the results analyzed for impact to the university. Ensures annual pay plans are developed, distributed and administered for executive and classified employees which are consistent internally, competitive externally, meet all appropriate legal requirements and are consistent with UT-System Administration and State of Texas guidelines.
3. Ensures that an efficient system is in place to review employee concerns regarding employee counseling, conflict resolution, grievances, and other employee relations issues.
4. Oversees the development and implementation of an efficient and cost effective program for the recruitment, selection and placement of qualified candidates to meet the needs of UT-Houston Health Science Center. Responsible for providing advice and assistance to Health Science Center managers regarding appropriate staffing levels.
5. Responsible for the administration and proper maintenance of employee applicant files, and all other records and files pertaining to the human resources and employee relations’ functions. Responsible for all pre-employment and staffing requirements, training programs, and HRIS computer systems applications designed to monitor programs.
6. Responsible for overseeing the planning, implementation evaluation and coordination of the department’s administrative and financial activities such as fiscal management, including preparation and continued monitoring of department budgets; space management; personnel management and liaison activities.
7. Directs the development and implementation of basic skills training programs designed to improve performance. Oversees the registration process for all classes including skill development, supervisory and management training and electronic systems. Ensures that administrative procedures, training, and management development seminars are conducted
8. Administers and oversees employee performance appraisal programs, constructive discipline programs, employee promotion and transfer programs, and the university’s grievance procedure. Monitors employee perceptions of the University using feedback and survey instruments
9. Ensures personnel policies, practices, and procedures are reviewed periodically, updated as required and administered consistently and equitably.
10. Administers the dissemination of human resources’ information, coordinating efforts with others as required and sees that plans for related programs are developed and executed. Provides advice and counsel to management, faculty, and staff on human resources and employee relations’ matters.
11. Manages Human Resources activities for direct reports in regards to: recruiting and selection; hiring and termination, training, development, mentoring, counseling, performance evaluations, and salary planning.
12. Responsible for the design, execution and effectiveness of a system of internal controls which provides reasonable assurance that operations are effective and efficient, assets are safeguarded; financial information is reliable and compliant with applicable laws, regulations, policies and procedures.
13. Performs other duties as assigned.
Certification/Skills:
Preferred Professional Human Resources (PHR or SPHR) certification with the Society of Human Resources Management. Other Human Resources’ certification also desirable such as Certified Compensation Professional (CCP).
Minimum Education:
Bachelor’s degree preferably in Human Resources and/or business or administrative management. Masters preferred.
Minimum Experience:
Ten (10) years of related experience in a complex organization (preferably with experience in the private sector, higher education and a health science center), both as a manager and generalist.
Physical Requirements:
Exerts up to 20 pounds of force occasionally and/or up to 10 pounds frequently and/or a negligible amount constantly to move objects.

This job class may contain positions that are security sensitive and thereby subject to the provisions of Texas Education Code § 51.215
Residency Requirement:
Employees must permanently reside and work in the State of Texas.
