Position Summary:

RESTRICTED - MMS/UT Physicians/Central Administration

Responsible for the effective management of the business and administrative operations of UT Physicians DSRIP and NAIP programs and assists the Executive Director, Business Operations with the same for UT Physician Core departmental activities. Makes complex business process decisions requiring comprehensive knowledge, discretion and independent judgment of a wide range of regulations, policies, procedures and business practices.

 

Position Key Accountabilities:

1. Manages the day-to-day business and financial processes, trends past performance and forecasts future financials for the DSRIP and NAIP programs. Assists the Executive Director, Business Operations – UT Physicians, with the same for the UTP Core departmental activities.  
2. Ensures compliance to the fiscal, budgetary, personnel, and operational systems established by university, departmental, program, and grant guidelines.
3. Serves as a high-level administrative liaison with others within and outside assigned areas regarding business and financial issues on purchasing, personnel and operations on behalf of the DSRIP and NAIP programs.  Develops professional relationships with peers, superiors, subordinates, and with UTHealth service-oriented departments including Purchasing, Human Resources, Budget, Payroll, Data Processing, Accounting, and Legal.
4. Prepares the annual budget for the DSRIP and NAIP programs, as well as evaluates and implements annual budgets to include all funding sources. Prepares cost studies and management reports reflecting historical financial data and monitoring expenditures against the budget.  Assists the Executive Director, Business Operations – UT Physicians, with the same for the UTP Core departmental activities.  
5. Directs the day-to-day operations of both the financial and administrative teams responsible for fiscal transactions, reporting functions, and administrative activities, within the DSRIP and NAIP programs.
6. Manages Human Resources activities, for the finance and administrative areas of the DSRIP and NAIP programs, in regards to: recruiting and selection, hiring and termination, training, professional development, mentoring, counseling, performance evaluations, and salary planning.  Oversees the position posting, submission of all PASS transactions, record retention, and FML for the DSRIP and NAIP programs.
7. Manages the financial obligations, documentation, and scheduling of all lease administration activities for the UT physicians lease portfolio.  Oversees and reports from lease administration software.
8. Performs other duties as assigned. 

Certification/Skills:

Strong organizational and time management skills; ability to develop, interpret and implement fiscal policies, as well as provide strategic guidance on fiscal matters; advanced proficiency in Microsoft Office applications; advanced verbal and written communication skills; outstanding customer relations and problem solving abilities; PeopleSoft FMS experience preferred.

 

Minimum Education:

Bachelor’s degree in Accounting, Finance or related field.

Minimum Experience:

6 years of experience in finance, accounting or business operations; experience in an academic healthcare setting preferred.

Physical Requirements:

Exerts up to 20 pounds of force occasionally and/or up to 10 pounds frequently and/or a negligible amount constantly to move objects.
